本文是为卫生政策及规划的决策者及其支持者写的系列文章之一。本文提出使用证据以判断所选政策和卫生规划的利弊关系。作出判断时我们建议考虑以下五个问题：① 进行比较的选择是什么？② 所比较的选择最重要的可能结果是什么？③ 对所比较的选择每一项重要结果而言，其影响的最佳估计是什么？④ 对所估计的影响，决策者及其他相关人员有多大的把握度？⑤ 有无正规的经济学模型帮助决策？
